Is their any free software that has the ability to make your own song.

like instruments and voice modulated meaning that you can play around with your voice?

try out jokosher, there is a plugin that lets you search on soundsnap.

anything for windows??

Is there a way where you can edit your voice that you record like change the pitch ect.

Well, you can use Audacity on both OS's. Plus it's open source.

Audacity is great! it looks ugly, and you cannot drag-and-drop, but is will do what you are wanting.
