Ubuntu cannot include litigious packages like w32codecs, RealPlayer, the Sun JRE, ... because they are patented or copyrighted.
The "Extras" repository was helpful litigious package have been removed for legal reasons (http://lists.ubuntu.com/archives/ubuntu-backports/2005-September/000146.html)!

There is a French team who make litigious packages for Mandriva called Penguin Liberation Front (http://plf.zarb.org/)!
Now, PLF creates only Mandriva packages but they are open to have others teams who create packages for other distros (like Ubuntu).
In France they are no software patents and we can make and distribute packages who are illegal in the USA and other countries.
PLF has already a good infrastructure with a lot of mirrors. United we are stronger!
A repository for packages like "w32codecs" is essential for a "Desktop" distribution. (And Ubuntu is a Desktop distribution)!
Christian Marillat (an other French guy) make packages like this for Debian but they are dangerous and/or incompatible for Ubuntu.
So, I invite you Sunday October 9, 21h GMT+1 (if someone can convert the time ...) to a meeting about the creation of a PLF repository for Ubuntu.
#plf @ irc.freenode.org (you can use an IRC client like XChat to join the meeting).
We need a motivated team with lot of package maintainers to create this repository!
