Sdlmame volume control doesn't work

I cannot lower the volume in sdlmame. I've tried assigning the volume up and volume down buttons over and over and they don't do anything. Anyone else have this same problem?

I find that for some reason the volume is controlled inside of MAME itself. So by clicking the ` or ~ key a pop up comes up in the application and inside of it is another volume control.
