What is a good equivalent of Photoshop CS3 for Ubuntu?

There IS no equivalent, unless you think that the GIMP is one. Better yet, run Photoshop 7, CS, or CS2 through WINE, since they all work.
If you're not satisfied with my snarky answer and want a total linux replacement then you might be out of luck. It depends exactly on what you want to do with it and what you are willing to *not* have out of Photoshop. As an example, if you like stuff which can be handled with vector graphics you might want to try inkscape.
Sorry to say, but Photoshop is still the king of professional graphics software.

I would definetly say gimp
At least thats the only program, that I know of, besides krita (for KDE) which is remotely similar to photoshop

Cinepaint is an OSS equivalent to Photoshop (on a technical level) as it can handle all of image types that Photoshop can what it lacks are all of the nifty plugins, filters, and that stupid interface that windows users have come to expect.

I seem to remember that the GIMP guys were making a replica of photoshop. its called GIMPSHOP. google it

Erm cinipaint is an out of date version of gimp and GIMP IS the OSS equivelent of PS with cinipaint being a branch.
Gimp 2.4 now uses ps brushes and CMYK

Please tell me you are being facetious...
If not, I would suggest a little more research on that presumption as GIMP still has no support for 16/32bpp images, something that Cinepaint has supported since the Sony Pictures Imageworks fixes.
Cms suport is a step forward but without 16/32bpp support GIMP is still useless for high end images, which leaves Cinepaint as the technical equivalent to Photoshop.

for normal use, gimp is just fine. if you are a professional who really needs cmyk, you are using photoshop on a mac or windows computer anyway.
gimp never was a photoshop replacement, just a good image manipulation program.

Although it has it's own issues gimpshop (http://freshmeat.net/projects/gimpshop/) tries to please those who can't be.
There is also pixel (http://www.kanzelsberger.com/pixel/?page_id=4#) which has cmyk but is non-free.

If you have a fast PC you can run CS3 in a VM.. even do it seemlessly (http://www.linux.com/feature/124908). Also if you have windows installed on another box you can run it though RDP
There are plenty of photo editor programs but I am not a graphics designer, so I can not speak intelligently about a open source app that can truly replace photoshop.
