Problem with patch/diff

I'm trying to patch across a diff file that I've got from google's safebrowisng api which looks something like this

nothing too complex there - in the unified format I can see

So I try



sudo patch -u -i update\?client\=api\&apikey\=ABQIAAAAj_FbuB3KI4WcXQGhmQgN2xQWPDu-zgE5xBGilwtQRT4OjfDmKw\&version\=goog-black-hash\:1\:-1 -o testhold.url

and I get...

patch: **** Only garbage was found in the patch input.

Garbage? It looks pretty good to me. Can anybody help me? Don't know where to turn.

ok so it looks like unified diffs have headers such as

+++ new timestamp
@@ -1,3 +1,9 @@

However - my diff won't have a header I just want it to compare and add if it sees a + and subtrate if it sees a -. Nothing too complex I wouldn't of thought - how do I force this?
