title bar nonexestent-ish

I have Xubuntu 7.10 Gutsy Gibbon. I installed Wine on it, but have run into an annoying little snag. Internet Explorer and Notepad both have no title bar. at least, i think that that is what you call the window title thing (my current one says "Ubuntu Forums - Post New Thread - Mozilla Firefox"). Does Google Picasa run off of WINE? I don't think so, however, wine is causing the same thing to happen to it. :confused:
