unable to suppress notices (php5/apache2)

In my other experience changing the error reporting level in php.ini does the trick but I've been unable to suppress notices such as this:

Notice: Undefined index: paths in /home...

This is caused by referencing an array index that does not yet exist. This is common and is not something I want to see.

I edited /etc/php5/apache2/php.ini and set

error_reporting = E_ALL & ~E_NOTICE & ~E_USER_NOTICE

and restarted apache but this does not suppress the notices! It does in other configurations I've used.

The only way I can suppress the notices is by turning display_errors to off but I do want some errors.

Nevermind, that only works inside of a PHP script.

Try restarting Apache so it will reload the conf file.

The software I'm trying to use was not meant to be used with php5, it turns out. It seems like the error reporting levels are being overridden at various points. I wish there was a php4 package in the repositories!
