TACIS runs on an all Open Source platform consisting of PHP using Symphony framework, Asynchronous JavaScript and XML or AJAX, and MySQL. This was done to avoid millions in pesos more in costs for site licenses and service agreements for proprietary platforms.


basically the system speeds up Research and Development , by interconnecting the sub-departments under DOST that do testing and calibration.

the Agencies are composed of the following:

Food and Nutrition Research Institute (FNRI)

Forest Products Research and Development Institute (FPRDI)

Industrial Technology Development Institute (ITDI)

Metals Industry Research and Development Center (MIRDC)

Philippine Nuclear Research Institute (PNRI)

Philippine Textile Research Institute (PTRI)

The DOST Regional Offices (ROs)

Sana gawing halimbawa ito ng mga taong nagsusulong ng FOSS Act. Ang galing! :)

yeah, pero napansin mo sa dulo nang article? may pasaring yata sa gumagawa nang FOSS bill, ;)


This voluntary choosing of this platform is the way to go. For Open Source can never be imposed upon Filipinos as some misguided legislators insist, by decreeing that it be the only platform for government computerization.

Let Open Source be chosen freely. It does have its merits.

ewan ko ba, kung hindi mo naman iimposed na FOSS only, gagawa at gagawa naman nang paraan yung mga proprietary companies masungkit lang yung mga governments e-projects.

pag iimposed mo naman as FOSS only eh limitado lang yung range na pag-pipilian na software.

Sabagay, na sa lugar nga naman yung sinabi sa huli. Dapat nga din naman na voluntary ang pag-adopt ng FOSS, kasi kung hindi eh di para na din "martial law" yun, diba?

Pero sa pagkakaalala ko naman sa FOSS Act, hindi naman bawal ang paggamit ng proprietary applications. Kung walang FOSS alternative o kung ang alternative ay medyo mahina kumpara sa proprietary, pagkakagastusan talaga yung proprietary.

At yun nga yung goal nung Act, na i-justify ng proprietary software vendors yung halaga ng mga ibinebenta nila. Sa kabila naman, kailangan din i-justify ng mga FOSS developers na mas magaling ang mga producto nila. Patas naman sa tingin ko.

Naku may pasarin pa sa huli, magagalit si Mr. Wong niyan. Dapat kasi yung gumawa ng artikulo na yan ay binasa muna yung FOSS Act. At saka wala naman Voluntary sa gobyerno dahil pera natin yung ipambabayad sa lisensiya pag nagkataon.
