Is Oxygen (O2 themer) exclusive to KDE :)

What do you mean? Do you mean is there also a version for GNOME?

yes, i look in emerald theme manager and see Oxygen listed and then go look for the themes but find it only on KDE

I don't think it is available for GNOME unless someone ports it (the icon theme WAS ported, but it dissapeared).
