I'm wondering how in this video http://www.youtube.com/watch?v=ZD7QraljRfM
he has wobbly windows but notice when he finishes moving the window a white box outline goes out from around the window and fades into the background
how do you enable this effect and get it to work with wobbly windows?

HI and that is the water effect and I believe it it is the grab effect. It was disable in gutsy and I believe you can set it to system bell.

Hi and I believe that feature was disabled in Gusty due to being unstable. :(

No, it's not disabled, it is simply not available for Compiz.
The video over at youtube was showing off Beryl, not Compiz.
That particular hack has not been ported to Compiz Fusion.
