Just curious if 2.6.22-14.46-generic is the 64bit kernel. I am used to other distros putting 64 or x86-64 in their 64 bit kernels.

-generic supports both i386 and x86_64. To see if the kernel you're currently using is 64bit, type:
uname -m
In the terminal.

Just to add , if you have the 64bit version installed you will only be able to access the 64bit repositories. The 64bit repositories do not contain 32bit kernels.

And having that in the string would (no doubt) confuse a lot of "normal" users who would wonder what it meant.

Since they can only access the correct kernel in the correct repository it makes a lot of sense not to have extraneous data in the name.

No, you will not have the 64bit libraries in a 32bit install. It will not run on a 32bit install.
