Could we have a CODE button on the Quick Reply pane? Often when I'm giving someone a quick response I'll need to give them a command, but I'd almost never need to quote anything in that context - if I wanted to write a full reply that included detailed responses to what they'd said then I'd in all likelihood use the "proper" full reply.
So a code button would be very handy, and if one of the others has to go to make room for it I'd vote for the quote button being swapped out.

You can use the tags writing the post from the "Quick Answer" or "Edit" menus.

I know that. That's how I normally do it. It's just that that is one of the things that I think should be available in the quick reply pane, since that's 13 characters extra that you have to type, which takes some of the "quick" out of it.

Ah. I did search before I posted, but I didn't find those posts.
So, do you reckon anyone's seriously considering it, two years later?

I don't think so. I disagree with the rationale; it's not any less suited to the quick reply box than, say, the image button that's already there. If it's practical to do, it would be a good addition.

The reason this isn't being done is that it would require a hack of the forum software, and while simple enough, those sorts of hacks tend to make software upgrades more difficult...you have to remember where they all are, what they do, how they do it, and how to reverse it when it breaks an upgrade.
Let's wait until after the next vBulletin upgrade (coming soon) and see what the quick reply box looks like and does and whether there is an option in the software to add this feature to the quick reply box.
