dpkg-deb -b

hello, first of all I'm sory for my english..

I have extraxt a package from deb file with dpkg-deb -x (some file), then when I try to build with dpkg-deb -b (some file) it say you dont have "/DEBIAN/control"

how can I build the package?? :(
