someone should make an automatic tarball installer program.

Kind of defeats the purpose of getting away from windows .exe files, staying true to Unix roots, and would introduce more security vulnerabilities.

i guess youre right. cant you still have malicious software on a tarball though?
7.10 has a .deb thing to help you install stuff

Tarballs can have malicious software, but if you install it automatically, how would you know? This is the problem many windows users run in to. Everything is taken care for them, where as with a tarball, we can check the files, read the files, and then decide if we want it or not. Just extracting the tarball doesn't do any harm to the computer.
The repos are deb files. Is that what you are refering to? That has always been around. You can always try

im personally having trouble installing tar because i do not have root access, ive tried the 777 method, my groups menu dosnt open, sudo is useless, i dont know the password to my root, and my C compilier cannot create executables. Please help!!!

What are you trying to install?
Usually a tarball just contains code only that you need to compile (via a README file).

celestia, stellarium,blender,beryl,beryl themes,ies4linux,ndiswrapper, flightgear,tremulous,vegastrike,extreme tuxracer,warzone,vdrift,...
the list goes on....

You do know that most of these programs are avialable via add/remove? Applications - Add/Remove. Search for Celestia, Sellarium, Blender, you don't need beryl, as that project is discontinued and compiz fusion replaces it - and compiz is already installed, ies4linux - why would you need that? Here are instructions for it anyway (thanks google!) http://www.tatanka.com.br/ies4linux/page/Installation:Ubuntu, ndiswrapper is in repositories also, flightgear, tremulous, tuxracer, warzone, vdrift are all are too.
... so out of that huge list, only one program needed a tarball installation. The rest were as easy as checking them off a list and clicking "Apply Changes".
Things really are easy, if you take time to get away from the windows way of thinking ;)

i connected to the internet with my Ubuntu and searched Celestia and Stellarium, but they were no there :(

i need ies4linux for school, my school only allows internet explorer 5.5 r above.(my school is online)

Maybe you don't have all of the repositories enabled. Go to System - Administration - Software Sources, and check off everything except the source code.
Then, in add/remove, make sure to select "All Applications" top-left.
And that sucks. Email them asking when they'll implement support for Firefox.
