I've narrowed it down between two choices, and I honestly have no idea what one to get.

Here are the two I was looking at:

I plan on going from my computer to my TV, my video card already has s-video out.

Could someone help explain some of the differences for me and tell me which one is better for what I want?

get the PVR-150. You can (and should) use the tv out function of your video card. For your situation, the PVR-150 and PVR-350 will function the same.

The 350 has onboard mpeg decoding and video out. If you are recording any HD or you have sufficient processing power and a decent video card there is no need for the 350.

What is your source going to be (OTA, Cable)?

If it's Over the Air, I don't know why anyone would but a brand new expensive tuner card does not have a digital tuner (even if you don't have a HDTV at least you get a better picture/sound). Also, you will have to buy a new card in a little over a year anyway...

If it's cable, that OK, but depending on the speed of your box you could go for a cheaper solution. Maybe I'm just cheap...

Looks like KWorld ATSC 115 is supported in linux.
