Is it possible to install xubuntu-desktop on top of dsl?or xfce even? or any other window manager?

I think it is if you compile the WM/DE yourself. I would just use the easy_e17 script myself (enlightenment is a very good DE), but that is my preference
EDIT: Is DSL based on Debian? I didn't think it was.

well yes you can install another window manager or desktop environment on it, but dont, I repeat DONT try to install xubuntu desktop... it will mess you up.
I think enlightenment is on the debian repo's and so is XFCE

would i have to use apt get or do you think synaptic will work?

synaptic should do, I dont know much about damn small other then using it as a recovery disk when needed/
But it should have the debian repos available to it
