boy, i think i'm totally spoilt now after using ubuntu and the ubuntuforms, coz i.m trying to get some help with my new suse at suseforums, and it's just no where near the awesomeness of ubuntuforums, i think i'll get a faster answer here posting my suse questions.

That's based on exposure. The SuSE forums are great, it just takes a little longer for an answer because of the fact they have a billion (give or take) less active users...

I'm going to be frank.
It's good that in ubuntuforums there is people that wants to help people that asks questions like you. I would not do so, but if other people wants...
But in this case I think the problem isn't suseforums, but you. Have you ever tried to read How To Ask Questions The Smart Way (http://www.catb.org/~esr/faqs/smart-questions.html)?
You open a thread to know how to install ATI drivers in openSUSE 10.3. You write near 100 words and the only part related to your problem is "so how do I get the ATI drivers installed and running in Suse 10.3?"
- You don't say what you tried (probably because you don't even tried)
- You don't search in the forum (I have not searched, and I am not an active suseforum user, but I'm SURE that question is already answered more than a single time.)
- You don't use Google. You just need to search for "ATI drivers opensuse" to obtain a very complete guide from the openSUSE wiki answering your question.
- ...
suseforums has less users, that could explain why you ger faster answers from ubuntuforums. But there have been 14 views of you ATI driver question and 0 answers... think that people sometimes just prefers to ignore these kind of threads. The alternative would be an answer like this one... but less polite.

@ the OP... the ATI drivers are in a community repo. Add the ATI repo through the community repositories application in the Yast control center. Then search for ATI with the software management app or with zypper from the cli and install the driver you want. Then reboot and it should be in use. This should all be documented in the jemreport article (hacking suse 10.x) that should be your first reference with any suse-setup question.
