I think that's answered in FAQ thread somewhere. Basically, gifs can get too distracting when someone is trying to concentrate on a forum post.

From the FAQ:
Why can't I use an animated gif as my avatar?
In the past (up to sometime near the end of 2005) users were allowed to use animated gifs as avatars. This ended when there was a sudden wave of really distracting and obnoxious flashing, gaudy avatars. (Honestly, can you concentrate on information when looking at animated avatars like these (http://www.ubuntuforums.org/showthread.php?p=1741535#post1741535)?) Rather than make a long list of what is an isn't acceptable for animated avatar usage and then forcing the staff to monitor and police their use it was decided that they would be banned altogether. Those users who had appropriate animated avatars at the time were allowed to keep them and so you may see a small number of them floating around the forums. If/when those users decide to change their avatars they will not be allowed to replace the current animated gifs with another animated avatar but will have to choose an regular non-moving picture like the rest of us.

Animated avatars can be kind of annoying. Not always though. I guess it depends.

And having to filter it is too much work for the staff... so we disallow all animated avatars.

It also eats up bandwith (granted in this day and age not so significant) but still..

animated gifs would be the same size, the animated gif that I use are the same size as the ones I have now.
I'm not sure how filtering gifs out is really a problem, it's the same work as filtering a png or jpg.
people having A.D.D. is a stupid reason to get rid of them, but their forum their rules. No point starting a debate

I have disabled gif animation entirely in my browser. Tried it a few years back. Surprisingly, it turned out I hardly missed out on anything. 99% of all animated gifs are either advertisements or silly forum smileys anyway.
Web pages shouldn't move unless you explicitly tell them to (e.g. video).

Seriously, anyone thinks that having a banner moving at 24 fps with flickering colors will attract customers to your website?
But flash sucks the double, they trap your mouse, add cpu consuming animations, and worse, SOUND. Thanks Mozilla and AdBlockPlus for letting me block all that crap.
And.. back on the subject, what's the deal with gif? Can't you just be happy with a static avatar? What's important is the content of a post, not how pretty the writer's avatar is.

Please remove that thing. Or are you quite sure that it will not provoke seizures in epileptics?

Im going to agree they are annoying and not needed. Distracts ppl more on avatars rather than the actual thread.

I saw that gif (since removed) last night and it gave me such a headache. I removed it because it is very annoying and I don't even like looking at it.
If anyone wants to see it, it is here (http://i78.photobucket.com/albums/j83/jaysmyspacepictures/gifs/epilepsi.gif)

that's an extreme gif, who the heck was using that. Looks like I started a flame war. They have no purpose other then being fun, the best option would be give users gif but have a option in the profile to get rid of them.
