go into System>Preferences>Appearance and tinker with that stuff until you make something you like then click the save button. to package it to upload it somewhere go to /home/(Your Username)/.themes and find the folder with the name of the theme you made and right click on it and copy then paste it somewhere and right click on it and click "Create Archive..."
then upload it somewhere so other people can use it.
(hint:go to http://gnome-look.org (http://gnome-look.org)and make a id there and start uploading.)

That is actually quite good. I think I'll use it for a while. :D

That is the (limited) way to do it (I classify it as "the KDE way"). You can also go to the website in my sig to learn to fully theme GNOME.

In the second screenshot, the terminal window is translucent. How do you do this?

Go to the terminal. Click on Edit>Current Profile. In the "Effects" tab, check the "Transparent" option and turn down the slider. It looks better if you have compositing (such as Compiz)
