Theme modification help needed

I am trying to mod a theme release but have ran into a problem. When I skin the menu bar with a transparent image, the applet areas are not skinned with the transparency. I have tested with another theme I have installed which works correctly. What area of the gtkrc affects this area? I ran into a similar problem before. How I changed it is to right click on the panel, click properties, click the background tab, and set the background to that image.
