The password problem can be bypassed by using something else to format the C:\ drive. I chose Gparted (gparted.sourceforge.net).
This is a Linux disc drive partition editor that sounds scary but is simple to use because you can run it directly from a CD.
You need to download a disc drive image, burn it and then boot from the CD. After that, XP installed without a hitch.
