What is the best free image organiser for lots of photos? Preferably something fast and lightweight ie. not Picasa. I like DigiKam in Linux but need something for Windows. I'm thinking either Irfanview, Xnview, imgv or FastStone.

Agreed, Irfanview is great in windows. It's what I always used when I used windows for all my photos and was very lightweight but did a bit of simple editing as well, much of it lossless. Make sure you get and use the plugins as well as they are very useful.

IrfanView, I agree is very nice. If you use igoogle and the rest of google's apps, Picasa is highly recommended. Easy to use aswell. It's got a Linux native install. Uploads quickly to online albums, share options and private albums as customed. Check it out.

How about Pixbrowser? It's currently in development, but it's free and is available for a variety of platforms.
