Volo, LLC has released a new web-based Issue Tracker, Volo Milestone, that has an emphasis on speed, intuitiveness, easy installation with few dependencies, and a fairly decent mix of features. It is designed in PHP and PostgreSQL, solely for Linux servers. However, out of the box, it does not try to be all things to all people, because Volo feels that no Issue Tracker tool can be all things to everyone. Therefore, it tries to act as a sensational starting point with very well-organized, documented source code and some of the key, desirable functions of most Issue Trackers.
