you can use inkscape really easily. just create a bunch of circles, rotate some of them, do some gradients, and change the opacity. :)

just use my above suggestion. it's really not that hard. just read some inkscape tutorials if you need help. it's kinda late here, so i can't write you a complete how-to, but i guess i will if you really need it.

you mean the brown wallpaper with the wave and the logo?
You can locate the ubuntu logo on your system using locate logo at the terminal, or pick it up here: ubuntu logos and stuff (http://ubuntuforums.org/newreply.php?do=newreply&noquote=1&p=3163799).
otherwise, if you have never used Gimp or Inkscape, you should at least try playing around with it to familiarize yourself with the menus...so you can ask more specific question so we can help you better;)

read this tutorial...
http://www.inkscape.org/doc/basic/tutorial-basic.html
to get the hang of inkscape basics
then follow this tutorial loosely and you'll end up with an osx style wallpaper.

Don't forget to check the Ubuntu colors and artwork (https://wiki.ubuntu.com/Artwork/Official). :)
