I think it's incredibly obnoxious to have to keep going down to my task bar and click on the toolbox thing and stuff. Is there a way to dock it so that it's always right there, next to the image I'm working on?

Stop minimizing the toolbox? I'm not sure what you're asking.

Just make sure the image doesnt take up the entire screen, work on the image zoomed out farther or something.

If you rightclick on the titlebar of the window, there is an option that says "always on top" click this and your toolboxes will stay above the image.

Otherwise if you're doing extensive graphic design I suggest using the highest resolution you possibly can, example; I've never gone below 1600x1200 in nearly 10 years on any system I've owned.

Go to File > Preferences > Window Management and change both of the Window Manager Hints to Utility window.

one thing you can do, is make sure both windows are not maximized, then just resize the windows so they dont overlap. thats the easiest fix.
