You know, this Beta is quite useable (unlike the Hardy beta, which wasn't hardy at all), and I love the NewHuman theme. The wallpaper is very ugly, though.

I tried the dials, it's turned right up, if I turn it down to about 60% all I get is a black screen, which is handy :P

Control Panel? In ubuntu? I havn't spotted anything useful in the system menu, so if you mean in there a little advice might be helpful.

It's possible that you have to add it to your main menu first, using System/Settings/Main menu

The program appears to identify itself in top as Gnome Control Center.

And, of course, the usual bumping gesture.

Have you tried adjusting the contrast as well? Turning the contrast too low might cause a dim picture as well.

But then, that monitor just might be rotten.

I can give you a little... unorthodox.... help. There is a game called Blobwars that when it is active, you can set the screen brightness in addition to the monitor settings. It relly brightens up the whole screen. Install it and run it in the backgroung after upping the brightness and you will see what I mean.

gnome-control-center
by greping /usr/bin :P

can't find anything for Brightness or Saturation in there(looks like it's just a reordering of the menu), maybe something I don't have installed :(
