How to make support for extra languages?

I'm making for a new language called Savo. It's not big enough to release officially but I want to make it for myself and a small group of my friends. How can I make Ubuntu support that new language and leave all other localization settings in Finnish (keyboard, money,time & date) and how I should pack all those settings and translations?
