Is Staff Emeritus a fairly new title for people who were once staff? I never noticed anyone with this title until about the past month or two.

From the FAQ (http://ubuntuforums.org/announcement.php?f=48):
You may see a few people hanging around the forums with an "emeritus staff" title. These are former staff. Emeritus means retired or honorably discharged from active professional duty, but retaining the title of one's office or position: like a dean emeritus of a graduate school; or a newspaper editor in chief emeritus. Currently the honorees holding this title include Artificial Intelligence, az, nocturn, and taurus.
And yes, its faily new, you can browse the last FC log (http://ubuntuforums.org/showthread.php?t=502567) :)
