You didn't say whether or not you had a copy of the Ubuntu logo that you wish to use. I'll assume you do. If you don't you can get copies here:

https://wiki.ubuntu.com/UbuntuArtwork

Also, these instructions will allow you to create the simplest Ubuntu wallpaper possible. Customizing it will require further knowledge of The GIMP. You can get lots of good GIMP inof online. Google for GIMP plus other words that describe what you wish to do. (i.e. gimp outline fonts). Now on to your first wallpaper.

Open up The GIMP. Go to File, New. Choose your image size. If your creating wallpaper you'll want something that's full screen for a particular resolution. (i.e. 1280x800, 1024x768, 800x600).

If you open the drop-down list, you can change things like the color to be used for the background, whether you want b&w or color, etc. To keep things simple, in the box marked Colorspace, choose RGB and in the box marked Fill With, choose White.

Now click OK.

Open up your copy of the Ubuntu logo in The GIMP. Right-click directly on the logo and choose File, Edit, Copy. Now right-click on the blank white image you created and choose File, Edit, Paste.

Back on the main GIMP toolbar, click the button that looks like four crossing arrows. Now drag the logo around to place it where you want it.

Right-click on the image and choose File, Save As. Drop down the list marked Browse for other folders, double-click Filesystem and locate /usr/share/backgrounds. Save your new image there by typing my_first_wallpaper.jpg. (Of course, replace "my_first_wallpaper" with whatever you want the actual image name to be) and clicking the button marked Save/

Exit out of The GIMP.

Right-click on your desktop and choose Change Desktop Background. Click the button marked Add Wallpaper. Double-click Filesystem and locate /usr/share/backgrounds. You should see the wallpaper you created there. Double-click it. Click the button marked Close.

Your new wallpaper will now be displayed.
