For a tranparent taskbar:
Right click on the taskbar and choose:
"Configure panel" -> "Appearance" tab -> "Advanced Options" button
Change the "Tint amount" to the value that you want, "Min" for full transparency.
For a transparent tasks in the taskbar:
Download taskbar v2 (http://www.kde-look.org/content/show.php?content=25615) , and install it using this command
sudo dpkg -i mtaskbar-0.7_0.7-1_i386.deb
After Installing taskbar v2, right click on the taskbar and choose:
Remove from panel -> Applet -> Taskbar
And then , right click on the taskbar again and choose:
Add to panel -> Applet -> Taskbar v2
