Toolbar Missing ?

Hi I've can't get toolbar to display unless I run command meta --replace. It puts up this warming

metacity --replace
Window manager warning: "" found in configuration database is not a valid value for keybinding "toggle_shaded"

I have to do this to be able to use to have a toolbar every time I start the computer. What have I done wrong?
