Howto magnifying panel in Gnome?

Hello,

I've always liked KDE style bottom panel which magnifies if cursor is over them. How can I do that in gnome? Also I would like to be able to change both height and width of the panel independently. But I realised that I can't resize panel 's width and height independently.

Nope no magnify. And the only way to resize panel is to change the the icon size. And turn off Expand on panel.
