Hi, at the moment Feisty uses a three-year-old version which lacks AAC tagging support entirely. Debian-Multimedia (http://mirror.home-dn.net/debian-multimedia/pool/main/libm/libmpeg4ip/) contains a lots more recent version of this library which immediately enabled this tagging feature in Amarok for me.
Please note that Ubuntu seems to use a different version numbering scheme which shows a higher version number, although it is actually ancient. It might be necessary to port the whole libmpeg4ip library to Ubuntu.
And while you're at it: Backporting Easytag-aac would be a nice idea, as well ;)
EDIT: The mirror I posted was down. I replaced it with a functional one.
