Well, I made a specific folder for all of my downloaded GIMP brushes.
Then, in the program, I went to File>Preferences>Folders>Brushes, and there should only be one button you can click, that is basically an "Add New Folder" button. Click that and if you've got them all in a specific folder, browse to that folder and add that folder and the brushes will show up in GIMP.

Just a fyi, they go into ~/.gimp-2.6/brushes
So go to your home folder, and press Ctrl+H to see all hidden folders (ones starting with a dot are considered hidden). Then go into the .gimp-2.6 folder (or .gimp-2.4 if you're on an older version), and then into the brushes folder. Put the brushes into there and it'll work.

I'm trying to install some ne toys into the brushes folder, but the browser keeps giving me a "permission denied" error. Since it looks like this isn't a common problem, what gives?

That would mean root owns the brushes folder. Why I don't know, but you give it back to you, do alt+f2, and launch the file browser with "gksu nautilus".
It'll look a bit different from your normal one, so go to home, your-username, .gimp-2.6, right-click on the brushes folder, select permissions, and make sure that your username is selected instead of root.
I attached how it looks like for me and works.

remember that the folder they live in will need to change every time your copy of gimp goes up a version.
~/.gimp-2.6/*
~/.gimp-2.7/*
~/.gimp-2.8/*
etc
etc
