a page for html newbies that is in itself badly designed?
if that's not it, then i don't get it either.
it probably only works in IE on purpose knowing MS.

Saddest thing is...
I thought there was nothing wrong with the page per se and automatically assumed that the browser was IE in the first place.

Actually, the page renders fine in my Swiftfox with full set of plugins. Maybe Microsoft fixed the problem after you drew attention to it.

Maybe the company that produces Internet Explorer would like to enforce the use of their own browser? Improper rendering in Firefox on Microsoft owned sites is not exactly rare.

I took a look at the page -- and ran it through the W3C validator... it detected 50 errors.

Then again running www.ubuntu.com through the validator produced 7 errors.
Though passing www.novell.com through got a perfect valid page. Go Novell!!
