I am trying to boot the Windows XP cd but during startup Ubuntu doesn't load it, it goes directly into loading Ubuntu. How do I load the XP install cd? Or install Windows?

you need to go into bios and change the boot order to read cdrom first

i would check your xp cd in another computer to see if it is ok, if so, try cleaning your cd drive.
also, in some bios, you may see for a few seconds 'press any key to boot from cd', look for this, it is easy to miss, and the bios will seek out the hard drive if so!

I don't think any of that is the problem. The Ubuntu cd gets read perfectly well, if I pop in the Ubuntu it will boot from it, just not Windows cd. When I put in the Windows cd it just reads it and skips over it and go on loading Ubuntu. I have installed from XP cd before, cd is fine...

Wait, are you trying to use a Recovery CD from another different computer?
