Any chance to recover lost user?

Hi everyone. Good night.
An user contacted me in the #ubuntu-ar channel, claiming he lost his user and password.
He asked me if there is any chance he can get that info back.
I can provide his email. Maybe with that an admin can query and recover his user (I guess he can get his password back all by himself once he has his user back).
Is that possible?

I can't find any user that registered with that email address. Does he have any idea what the username was?

thanks for answering. I talked with the user and he cannot remember the user. He will create a "new" account.
