Hello - Yes there is InkScape (http://inkscape.org/).
InkScape is available via Synaptic from Ubuntu repositories.
"snip from InkScape site"
Inkscape is an open source drawing tool with capabilities similar to Illustrator, Freehand, and CorelDraw that uses the W3C standard scalable vector graphics format (SVG).
Inkscape's main motivation is to provide the Open Source community with a fully W3C compliant XML, SVG, and CSS2 drawing tool. Additional planned work includes conversion of the codebase from C/Gtk to C++/Gtkmm, emphasizing a lightweight core with powerful features added through an extension mechanism, and the establishment of a friendly, open, community-oriented development process.
Hope this is what you are looking for. :)

I would recommance to give a try on http://www.vips.ecs.soton.ac.uk/
This software process image "EXTREME FAST". It make no difference on the speed to process 5MB image and 5GB image, by using some smart technique ;)
Of course, it still make difference to save the processed 5MB and 5GB image on the disk.
This software support multiple processor too. However, I didnt try that feature out since I do not have such system. Anywhere, it is worth the try. I just try it out yesterday night and it really impress me a lot.
