Linux already supports UDF packet writing, but unfortunately, it all has to be done via a command line. You install udftools, format, mount, and copy/delete files (root access needed), but ONLY via the command line. If I place a pre-formatted CDRW in my CDRW drive it is automatically mounted as Read-Only. All the tools are there, but they need to be integrated into a GUI (Nautilus, Dolphin, etc).

Nope, that's a different topic.

This topic is already written up as a spec: https://blueprints.launchpad.net/ubuntu/+spec/cd-packet-writing

That spec is over a year old now. I'm a patient guy but THAT is slow going.
