looks like framework if you ask me. I would recommend search through open source cms systems with WYSIWYG editor inside. I would go for Joomla for portal, if it's blog then Wordpress and if something flexible but hard to learn then Modx.

You can search all of those on google therm+cms these are not apps at the end.

Maybe i'm wrong though, can't see something special about this weaver stuff
