Backports Suggestion

So that it's possible to pin against backports for certain packages, maybe you should use a different distribution for backports?

for example, use hoary-backports instead of hoary?

This means you can just pin to the distro of hoary if you want it to stay in the hoary packages. (erither pin for some packages, or pin for all)
