the latest 2.2.7 version has been released and they are working on a 2.3. check the http://www.gimp.org/ site for more details. i am on ubuntu and my startup speed is fine, i think its your os.

the next major stable release will be 2.4 ... 2.3 is the transitional developer edition, but will never be made stable (when it is stable, it will be 2.4) :)

I know the RedHat developers are talking about teaching pkgconfig about --as-needed which should improve startup times, and Robert Love seems to be willing to help us get good tools to get hard numbers so we can optimize. All in all I would say that we are doing nicely on that front now.
Loading the gtk libraries on XP will slow your startup time considerably, please do consider switching to a completely free OS, it's good for you.

On my box gimp 2 loads in exactly 3 seconds (P4 2.8 1GB).
