I'm using Ubuntu and there is a package that is not working and I am pretty sure I know the reason for this. It has to do with where and which files it installs in addition to the main application. If I fix the broken package, how can I go about submitting it?

I solved my broken package problem this way. (http://www.ubuntuforums.org/showthread.php?t=359969)

What I mean is that a package is broken, I know how to fix it (I'm pretty sure, at least) but I don't know how to submit the fix.

Is there a Launchpad bug about this package (which one, BTW, if I may)?
You can submit the fix there.
Or I did not understand your question ;)

It doesn't look like there is a bug submitted. However, there were a couple other forum posts about users having the same problem

The packages is spim, an emulator for the mips architecture. It's used for computer science students learning assembly.

Okay, first let me tell you I do not know a thing about spim ;)
I browsed ubuntuforums, and came across that link:
http://www.cs.wisc.edu/~larus/spim.html
Is that what you are talking about ?

There is a Cooperative Bug Isolation Project (http://www.cs.wisc.edu/cbi/). May be you could get in touch with them ?
They have mailing lists (http://www.cs.wisc.edu/cbi/contact/).
