So what exactly does that "Home Premium for System Builders Single Pack DVD - OEM" mean? Is this a full OEM version or a minimal version or just an upgrade package?

Also I have bought 2 DVD drives OEM and they work fine, are there any disadvantages to purchasing things like this OEM? (other than they cost money)

Other than getting an inferior operating system in Vista, the OEM version is nothing more than the full package without any obligation from Microsoft to support your installation. OEM copies are supposed to be installed by system retailers who will then provide support to their customers. For an individual, if you never require support from Microsoft, there is no difference in the OEM version.
