Flagging a thread

I managed to flag a thread once for moderator attention, but haven't been able to find the option since then. How do I do this?

On another note, I read the beginners forum a lot, and have seen a lot of thread that aren't necessarily asking for help. There seem to be a lot of 'how does this work? Why does ubuntu do this?" kind of questions. Has anyone considered putting a subcategory up for these kinds of questions?

Granted it probably wouldn't matter much because its kind of obvious that that majority of posters in the beginners forum don't even bother to read the stickies, but a separate category for non-critical beginner help/questions might be good.

Look at the left of post where the userid is. At the bottom there is a Report button.
