are there any easy to install free programs that make as high quality as PSP or MGI?
I use a mix of Gimp and Krita right now, and i'd love to make stuff better.
I'd love getting PSP.

A free image editor better than the GIMP? I doubt it.
Judging from back in the day when I used PSP, the GIMP is a lot more powerful than it is once you learn your way around the menus and the intricacies of the tools. PSP seemed pretty gimmicky to me and seemed to rely on filters and wizards too much. To me it never felt like a program for serious artists.
I'm not going to pretend that The GIMP is the best image editor out there... its brush system is pretty darn weak, and in that regard I'd rather still be using Photoshop 7, but I heard that the next release of the GIMP (whenever that is) is going to have a fairly serious rewrite of the brush tool. I might be wrong about that, but that's what I heard.

I really hope that they intend to work on the brush engine as well some time in the near future, since unlike most of the other feature requests this issue does not seem to have gotten a lot of attention (at least not from what I have seen). Also I read that some developers say the GIMP is not aimed to be used for original image creation, but that you should rather use Painter for this purpose.
So I think the best thing one could do would be to post to the GIMP mailing lists etc. and show that there is a large audience waiting for a better brush engine.
After all, PhotoShop is not mainly a painting app but has a decent brush engine and I'd say it is still the most used in digital painting, even before Painter.
