Creating a new theme, border....

Hi guys,
I've downloade tons of themes, bordes and so on, but I'm not satisfied so I was thinking about drawing one my own.
Can you suggest me a program, a tool which allows me to make my dream come true?

Gimp. And inkscape (dont save as svg though). Also, easiest way is to use existing one as template so you don't redo all the config files and other stuff.

Go to www.gnome-look.org and download the theme, Glossy P, it's the most easily editable theme that I have come across and it's completley legal to modify it.
