There is no CVS repository available since the project uses Subversion. Try this:

svn checkout http://deluge-torrent.googlecode.com/svn/trunk/ deluge-torrent

as soon as 0.4 is final, that's when we're moving the source over to deluge-torrent.org, and we'll use that repository for developing 0.5
