When you first run the CD it will run as a LiveCD, it will then ask you if you want to run Ubuntu from your hard disc. It will then go thorugh partitioning your drive so that you can remove windows completely if you wish.

If everything works fine from the CD then you should have no problems once its installed on the hard disk.

The easiest way to wipe Windows is to tell Ubuntu to reformat the hard drive completely when you install it. The downside of this is that you'll lose all your files on the hard drive. If this isn't a problem to you, then go right ahead.
Otherwise, either back up your files before installing Ubuntu or create a separate partition for Ubuntu on your HD when you install it. There is an option to do this during the installation process which should be quite clear to you - I think it says "Use the largest area of free space on your hard drive".

If everything works under the Live CD (Desktop CD), then it certainly will work when you install it on your Hard Drive.
Make sure you can access the Internet from the Live CD.
Also, hope the Live CD that you got is an update version, Like Dapper (Ubuntu 6.06) or Edgy (Ubuntu 6.10).
Some say that it is better to use Dapper for a new user.
As for me, I haven't still had a problem with Edgy.

The simple stuff first: you did actually install Ubuntu, right? The LiveCD won't install anything until you tell it to, which lets people experiment with it without having to mess around with their computer's settings. It'll load to desktop without installing anything.

You're still in Windows. Leave the LiveCD in the drive and restart the computer. When the computer restarts, you should see a menu. If Windows loads instead, you have a minor problem.
This tutorial contains a lot of useful advice about getting started with Ubuntu (www.psychocats.net/ubuntu/). In fact, I still use it myself.

Tell us what brand computer you have unless you already know how to get into bios. If so, set the boot sequence to boot to CD first.
Also give the cd a good while to load. Don't get impatient.

SO, your computer ignored the Live CD. that meast that the Bios is setup to not to load from the CD.
Go to the Bios and then change it to load from CD before it load form the HD.
The way to get into the Bios is different depending on the brand and model.
But generally you can get to it by pressing
F8, F10, F3, or F4. or even F1 on the Keyboard.
When you are starting the computer (meaning before it loads Windows or other OS)
Try them all! :P
Also, some special laptops doesn't let you go into the BIOS by pressing some keystrokes. Such laptops/tablets have a special app installed in Windows that let's you configure BIOS inside Windows.

For real? Would that not make it a Windows propriatary machine?

Yes, it is for real. I didn't know the existence of such a app in some Tablet/Laptop until I saw it in my friend's tablet PC.
I tried to show him Ubuntu with the Desktop CD, but couldn't figure it out how to get into the BIOS. I had pressed all of the F1-F12 keystrokes, and even the "Delete" key.
Then, I asked him if he knew how to enter into the BIOS.
He said that his Laptop (Tablet) is protected with Finger/ThumbScan so, he can only access "it".
So, he run Windows, and where it displayed the Welcome Screen (where users can input their password), he slided his thumb finger and got to in Windows. (That didn't surprise me)
After that he opened some app where many if not all the system settings could be changed. There he changed the boot settings. (Now that surprised me!)
His Tablet PC was some brand of Toshiba made this year.
