Not sure this is doable, but ....
is there a program which would allow me to convert a .PPT (Powerpoint) image to a JPEG or GIF format?
The GIMP doesn't seem to be able to do it nor for that matter does Paintshop Pro.

PPT is not a graphics format. It is a document layout format for presentations. Internally, it is probably closer to .doc than to a picture.
Thus I think you would need to open it is OO.o Impress and export it from there.
